When should we use the Database tools to create relationships and when is it not necessary? Up until your courses I was trying to create relationships in the database tools for the one to many on each table.

Richard recommends NOT to use the Database Relationship tool in most cases. Define the relationships through the proper design of your tables.
The tool gives you two advantages:
1- It can help you expand the 1-Many record relationship in table views (you should never give access to that view to your end users).
2- It allows you to define Referential integrity. See this video:
