Resort the main report

I have four reports sorted by WBS each containing two different WBS's. Currently, the master report is doing this:

Report1
WBS1
WBS2
Report2
WBS1
WBS2

Report3
WBS1
WBS2

Report4
WBS1
WBS2

How can I get the master report to do this:

Report1 WBS1
Report2 WBS1
Report3 WBS1
Report4 WBS1

Report1 WBS2
Report2 WBS2
Report3 WBS2
Report4 WBS2

Yeah, we need to know how the data is stored in the table.

I just typed it up and it's a nightmare. I'm sure it could have been done better but this is what I have. The database is mostly imported data from another database, that is why there are some repeats.

I fixed it. I created a new form with a combo box to select the WBS. I'll just have to do it twice. Separate reports per WBS is better anyway. Thanks for your help.
