Just wondering are you still interested. I have a working (In Production) SIS system.  It may or may not do what you require.  It's current functionality is:
1. Multiple Course,Sites/Rooms
2. Multi Year
3. Multi Method of Course Structure Eg Multi days per week or One or 2 days per Period (Week/Month) Totally Flexible
4. Report which shows Units and when held which is individualized for each student.
4. Calendar Feature
