What determines the color of the buttons? Can it be changed?

In Access 2013 you have a whole bunch of formatting options available for command buttons. Go to Design View, Format, Control Formatting. The available formatting is more limited in earlier versions. Sadly, I don't have 2007 or 2010 installed anymore, but whatever options are available to you are on that Format menu. The default button style is black text on a gray button.
