I am in overlapping windows, when i maximize it fills entire screen. I switch to tabbed view same thing. I make the form 3.5 x 5.5 in design view then in form or layout view it takes the entire work area. Not the tool bar or nav pane of course. I thought in form view it would be onscreen in the size it was designed in?

Normally it is. Do you have a bunch of extra blank space to the right of the form in design mode that you need to eliminate? How about space at the bottom? Save the form. Open it in FORM VIEW. Size it how you want it, then SAVE it again (CTRL-S) and that should keep it's dimensions and position.
