I have search field on my form , and as shown below I have searched for 2nd, which returns 13 records of the 51 total, Ewing Revolutionary War Vets who were assign to a 2nd Regiment.

The return is not a filter so I modified your neat "turn off" and now it works to turn off search and stay on a selected record.

My guess is that my functioning code is not efficiently written??

Samuel is the 4th searched returned record of the 13 , vetID 10, and after "Refresh" he is 10th = vetid of the total population of 51. The code is working! but it seems clunky

I know that I could rem out the me.filteron= false ....as there isn't a filter

That looks like it should work to me. You've got no filter and no WHERE condition in your SQL statement, so you should see all the records.
