Have you made sure to compact the Detail section?
As it is continuous usually you would put all the controls in a row then drag the bottom of the form right up close to the controls.


i.e.

--------------
Header
--------------
Detail .. .. ..
--------------
Footer
--------------

It sounds like you might have it like:

--------------
Header
--------------
Detail
..
     ..

...

..

      ...
--------------
Footer
--------------

When the Form is first created it is probably quite a large size so you have a lot of space to work with, try resizing it.
